So for hodir what this does is reduce the particle density of the falling snow, but it still displays the circle on the floor as usual. To my knowledge, 30%+ is safe for any fight currently in the game. Below 30% fires can be a serious problem especially at say Gormok, since you only see single flames, not a group of flames indicating an area is burning - so you may mistake it for a friendly's spell, not an enemy effect.

But at 30% there is already a noticeable 'area' of fire. And for all other area-targetted spells like the Icicles at Hodir, Projected Textures is the key factor, not Particle Density. So all important effects should still show up. If you know any exceptions let me know, I'll see whether I can't wrap my head around fight-specific exceptions then.
