There is one step beyond that I didn't go, so I'm not positive of the name of the level. I think it is Rank 3. I'll have to go back and check for certain. Either it costs 3/rank and its rank 5 or 5/rank and is rank 3.

Either way I got a point cost of 16 out of it. ETA: I put in the power in and choose all Ranged, giving it a 2/Rank cost. Then I add a move extra to make it a free action. I ran one of my characters through it, and was able to tweak the math nicely. Some things I will need to input manually (like the adds from Force Field to Toughness, and the damage from powers) but that shouldn't hurt a great character sheet.
